Bengaluru: The Bruhat Bengaluru Mahanagara Palike (BBMP) has made e-Khata mandatory for all A-Khata conversions, a move aimed at improving transparency, streamlining property records, and expanding the city’s property tax base. Property owners seeking to convert their B-Khata plots into A-Khata must now obtain an e-Khata certificate through the BBMP’s online portal before initiating any further applications.

The mandate forms part of a broader digital initiative to reduce manual intervention, cut down on delays, and formalize property ownership documentation in the city. The requirement has, however, caught many property owners off guard, sparking concerns about the process and potential delays.

Required Documents for Mandatory e-Khata

Under the new process, property owners must apply for e-Khata online. The required documents include:

  • Encumbrance Certificate (EC)

  • Approved building plan

  • Previous Khata copy (if any)

  • Property tax receipts

 

BBMP officials have emphasized that manual submissions will not be accepted, and all applications must be processed digitally.

A BBMP spokesperson said, “E-Khata ensures accurate property records and prevents fraudulent or unauthorized conversions. It is mandatory for all B-Khata owners seeking conversion to A-Khata.”

Zone-wise, the number of conversions stands as follows:

  • West Corporation: 72,000

  • North:  69,000

  • East: 62,816

Area-wise, the highest number of conversions has been recorded in:

  • Rajarajeshwarinagar: 1.23 lakh B-Khata converted to e-Khata

  • Bengaluru South and Anekal: 1.03 lakh

  • Chickpet: 84,000

  • Shivakumar Nagar: 78,000

 

BBMP officials clarified that the new rule applies primarily to site and site-with-building properties. Flats and apartments follow separate processes under existing regulations.

1. Plot Size: Only B-Khata plots up to 21,527 sq. ft adjoining public roads are eligible for conversion to A-Khata.

2. Fees and Charges: A 5% fee based on the property’s guidance value is applicable, along with separate charges for land mutation and map approval.

3. Verification: All documents submitted online will be verified by BBMP officials before e-Khata is issued.
